Bath Housing Launches Planning Process for Anchorage South

In May 2024, Bath Housing announced its ambitious effort to redevelop a stretch of Congress Avenue.  You can learn more about the whole master planning effort here.  The first phase of this effort is Anchorage South, a new 4-story building with 47 apartments at the northeast corner of Centre Street and Congress Avenue. On July 2, 2024, the City of Bath planning board approved Bath Housing’s application for site plan and sub-division approval.  This is a critical step in the development path of this project.  It also helps Bath Housing makes strides in creating new housing in Bath. Anchorage South will replace the Anchorage Apartments – with new efficient and sustainable construction — serving to free up that land for up to 70 more mixed income housing units in the future. The next step is City Council approval for the Contract Zone Agreement and the Tax Increment Financing (TIF) requests.

The contract zone will provide for an increase the height from 40’ to 50’ (allowing us to raise the building from grade for resiliency and provide reasonable floor to ceiling ratios) and allow up to 48 units at 80 Congress Ave.  In exchange, Bath Housing will be placing over 10 acres of back land into a conservation easement with KELT and construct a new bus shelter on Centre Street.  The TIF district allows the City of Bath to capture future increases in property taxes and reinvest them into public infrastructure and community projects.
